Technical Manager, Engineering **Manufacturing plant**

JOB TYPE: Permanent full-time
LOCATION: Montreal, QC
TRAVEL REQUIREMENT: Approximately 35%-40% of travel is required.

IMPORTANT:
• Mobility is crucial for this role. Must be present at site and/or contractor premises according to project’s needs, and must travel to the Company’s HQ in Europe for onboarding, training, and alignment with overall Company organization.
• Must have a valid Canadian Passport and be able to travel internationally.
• Must have a valid driver's license and an impeccable driving record.
• Excellent French and English verbal and written communication skills is required.

NOTE: Strong verbal and written English communications skills is required for this role, as you will need to communicate with stakeholders, consultants and clients in Canada and Europe on a regular basis.

EHS is a top priority for our client. The Technical Manager will promote and represent the Company’s desired EHS culture by:
• Ensuring that EHS requirements are prioritized in the execution phase.
• Conduct work tasks in accordance with the Company’s EHS policies and practises.
• Complete all mandatory EHS trainings.
• Be the EHS ambassador with high level of EHS focus for both the Company as well as contractors and other external partners/stakeholders.
• Ensure that direct reports know and comply with the standards, policies and rules related to EHS and actively promote these in their respective teams.

POSITION OVERVIEW:
The Technical Manager, Engineering will support the Senior Engineering Project Manager that has the overall responsibility for managing the project.

RESPONSIBILITIES:
• Responsible for ensuring knowledge of and compliance with Canadian specific rules/regulations, codes and standards throughout the project team
• Establish and implement an effective organization
• Manage personnel to ensure a professional execution of responsibilities
• Implement procedures, systems, tools and best practices
• Ensure proper coordination between the various stakeholders
• Ensure implementation of specific authority orders/requirements
• Participate in project estimating and budgeting process and ensure consistency between cost estimate and design basis
• Identify critical risks and ensure that these are included in the risk register and are followed up with mitigating actions.
• Develop and maintain examination plans.
• Implement and participate in quality management activities according to the examination plan.
• Ensure that project risks regarding technology development, technical solutions and use of new technology is included.
• Establish proper and realistic schedule for the associated work in cooperation with the Project Control Manager
• Ensure the totality and completeness of the technical solution as a part of the overall integration process.
• Take part in clarifications regarding scope of work and deliverables.
• Ensure technical continuity through different phases of the project
• Provide an optimal integration of available technology, competence, and resources to achieve the optimal technical solution.
• Coordinate a Technology Strategy for all areas to identify how to use proven technology vs. new technology including also identifying possible gaps and program to close these
• Ensure that scope and interfaces are established and alignment of the involved parties.
• Establish all required specifications
• Ensure that standardization of specifications and technical solutions are performed towards all relevant areas.
• Responsible for the overall engineering and coordination of the technical disciplines.
• Responsible for implementation of Value Improvement Practices (VIP's), such as Constructibility reviews and Value Engineering
• Implement and coordinate the TC (Technical Clarification) system and approve/reject the TC
• Participate in developing procurement strategies
• Participate in contract development and evaluation
• Ensure correct technical quality of installation and construction work
• Implement IP and security in project requirements.
• Plan and monitor tasks within the area of responsibility, report deviations/concerns and contribute to mitigating actions
• The Technical Manager will contribute to the regular meeting and reporting routines agreed in the Project charter and Project manual.

REQUIREMENTS:
• Bachelor or Master of Engineering degree
• Member of the Order of Engineers of Quebec
• PMP Certification
• Minimum 5-10 years relevant experience in technical management of large scale industrial investment projects
• Proven EHS mindset and demonstrated behaviour based safety mentality.
• In-depth knowledge of the Canadian industrial sector, including governing laws, regulation, and standards.
• Strong team management and leadership skills.
• Ability to build and manage efficient teams.
• Ability to set goals and drive delivery of the project.
• Strong organizational skills.
• Able to multitask, prioritize, and manage time efficiently.
• Accurate and precise attention to detail
• Ability to analyze problems and strategize for better solutions.
• Ability to manage simultaneous challenges.
• Experience working in a proactive risk-based approach.
• Proficient with Microsoft Office; Microsoft Project and experience with Project Management software preferred.
• Excellent French and English verbal and written communication skills is required
